3. The Chinese Government hereby unreservedly accept the several conditions above mentioned, and they undertake to impose a uniformn tax on all native raw opium) in China. On production of evidence that such uniform tax is being effectively enforced, His Majesty's Government consent, in the event of such uniform tax exceeding the consolidated duty on Indian opium, to a corresponding increase within reasonable limits in such consolidated duty.
